Governance

How 0xSAC is chartered, how the range is isolated, how public employees and service members can participate appropriately, and how organizations can support the mission.

0x0100 // Charter

Non-profit charter

0xSAC is presented by the Military Cyber Professionals Association (MCPA) Sacramento Chapter and operates under MCPA's 501(c)(3) educational non-profit charter. The exercise exists to develop the regional cyber workforce and strengthen civic resilience — not to sell products or services.

Engineering and scenario planning are provided by Mogsec. Cloud range infrastructure is provided by World Wide Technology (WWT) and Cisco. Partners and sponsors receive recognition only; they do not receive participant data, influence scoring, or conduct sales activity on the range floor.

Exercise content is educational. Scenarios, organizations, and threat actors are fictional; any resemblance to real entities is coincidental.

0x0200 // Disclosure

Complete technical separation

The 0xSAC range runs 100% inside vendor-hosted commercial cloud infrastructure provided by WWT and Cisco. It is completely air-gapped from public-sector and defense systems: the environment is logically isolated, and the only ingress is an exercise-only participant VPN that terminates inside the range.

  • Zero connection to CalNet
  • Zero connection to state production networks
  • Zero connection to military DODIN systems

Participants connect from personally provided laptops over an exercise-only VPN. No government-furnished equipment, accounts, credentials, or data are used or required, and no real-world sensitive data is loaded into the environment.

Participating appropriately

State & Local Employees

  • Participation is voluntary professional development, offered for continuing professional education (CPE) credit.
  • Attendance does not represent endorsement of any vendor or sponsor, and no procurement activity takes place at the event.
  • Meals and event materials are provided equally to all attendees. Confirm acceptance and time-reporting rules with your agency ethics or HR office in advance.

Military Service Members

  • Participation is structured as educational participation in a non-profit professional association event, consistent with the Joint Ethics Regulation (JER).
  • Participation is in a personal capacity unless officially authorized; no official endorsement of MCPA, sponsors, or vendors is implied.
  • Consult your unit's ethics counselor or Staff Judge Advocate regarding attendance in uniform, duty status, and acceptance of meals.

This guidance is informational and is not legal advice. Each participant is responsible for compliance with the rules of their employer or service.
